Yes that is also my experience - that if possible it is nicest to add the relation first and then sort out all "level" stuff.

Seems like we are no a similar mission:-) I have added relations to make it easier to visualize the rivers. Like https://sv.wikipedia.org/wiki/Hove_%C3%85 for just Hove Å and https://sv.wikipedia.org/wiki/Lista_%C3%B6ver_vattendrag_i_Danmark for the 15 longest rivers in Denmark.

Go ahead and change it. My only comment would be to consider if it is an issue of considering it two different rivers/streams or if it is still considered the same river/stream but by different names depending on location (like for example Yangtze has many local names along the way but is still considered one river). If the latter I would rather add Spangå as (alternative?) name. I think I based the relation on the names of the existing ways (I find it quite hard to understand what has happened during one individual edit here on OSM when looking at history afterwards so might be mistaken about what happened during the edit). Missing the tunnel segments was something unintentional (they are by the nature quite short and easily missed), sorry about that.

Jag försöker markera upp Danmarks primærruter så att de kan visas, t.ex. som på Wikipedia [som https://sv.wikipedia.org/wiki/Prim%C3%A6rrute_15]. Jag ber om ursäkt för de misstag jag gör, det är långa vägar och många musklick! Jag vet att det inte ska vara hål m.m. så de är inte avsiktliga (däremot är jag ganska ny, så undrar om det går att skapa relationer med uppehåll, t.ex. för primærrute 23 skulle det vara bra.
