Hi, thanks for getting in touch, I don't remember the detail of this I'm afraid - what I was doing and why. It looks from the history that I didn't downgrade the way - it was already tertiary - but that I added a note, perhaps because I travelled along it, spotted the signs which seemed at odds with the OSM data, did some research later and thought I ought to put at least a note there. I'm afraid I haven't been that way for a long time and don't live that near, so I'm unable to contribute anything useful to your discussion.
