I don't really have the time to take this up. If you want to, you could either start a wiki proposal etc (if that still goes on) for the tag I've used here, or just delete the ways.

I think that's unsatisfactory - this highway is in the middle of consultation and it's by no means clear whether it will become a firm proposal awaiting construction. It doesn't match the definition of a road 'about to be built, but where any construction work hasn't yet been started'. It would be better to simply delete the object than change it to highway=proposed, which would be misleading.
