A, I see what you mean now, it is just a bit of a hard problem.
So, if I understand you correctly, you can have man_made=flowerbed + landcover=grass/dirt/ect, to indicate the landcover most of the year. And then use the man_made=flowerbed that it has been seeded with flowers?

Well i did start a proposal: osm.wiki/Proposed_features/landcover_proposal_V2
While landuse=flowerbed is used 41000 times it is controversial as its not a landcover. That is why I did start a proposal but then people say you should first have consensus and you can just replace a used key with something unused. So, it’s a catch 22.

Hello, if the greenery is mixed in a way where its not a single item anymore.

A possible solution is: landcover=greenery:
landcover=greenery

Or Landuse=greenery: landuse=greenery

But something more specific would be better. Just don’t use landuse=village_green. village_green is a functional area that a community uses for gathering or events. Like a park but less formal.
