| 173534954 | I would suggest keeping those. Settlements in the same administrative units still have their own separate official boundaries (this is even directly mentioned in the ordinance I linked above). They also have separate addresses and street names (I plan to add some of these in the future) - for example, different sections of შ-208 road are registered as different streets in Nigoiti (Aghmashenebeli str), Cholobargi (Rustaveli str), Chkonagora (Pirtskhalaishvili str), Kviani (Tsuladze str) and Japana (Guria str); despite the fact that they are all part of the same Nigoiti administrative unit. Additionally, municipal governments sometimes introduce separate regulations/policies/services to separate settlements in the same administrative units. For example village of Grigoleti has an official status of a resort, despite being officially included in Supsa administrative unit with other settlements. (Grigoleti is currently marked on the map with level 8 borders; however this is incorrect [I haven't gone to that section of the map yet]). As far that I'm aware all the other rural municipalities in Georgia are structured this way: municipalities consisting of administrative units, which in turn are made up of one or multiple settlements (depending on population, geography and/or history). |

Previous version of the map showed city/town of Lanchkhuti marked with level 8 borders, and villages like Japana, Kviani, etc. also marked with level 8 borders, implying that legally they were on the same admininstrative level as Lanchkhuti, which is not true: https://matsne.gov.ge/ka/document/view/2560094?publication=0 https://matsne.gov.ge/ka/document/view/3066407?publication=0 According to municipal ordinance N40 (30/10/2014) [slightly updated by municipal ordinance N44 (27/11/2015)] Lanchkhuti municipality is divided into 16 administrative units- all 55 settlements within the municipality (city/town of Lanchkhuti + 54 villages) are grouped into these 16 higher level administrative units:
[Note that there are areas within Lanchkhuti municipality that are not within the borders of any of these settlements and thus are not included in any of the 16 larger administrative units. These areas are nowadays partially within Kolkheti national park. However, from a land-use standpoint they were and/or are assigned to the forestry service or to the administrative units such as Machkhvareti, Aketi, Atsana, etc.] So far, I have fully mapped out the borders of Machkhvareti, Gvimbaluri, Chibati, Lesa, Shukhuti and Nigoiti administrative units (Lanchkhuti was already mapped out) and used level 8 borders (since Lanchkhuti already had level 8 borders). I also mapped out borders of all villages within these units and used level 10 to signify that these villages are legally on a lower administrative level. I have also mapped out the boundaries of some of the assigned land areas (areas assigned to Machkhvareti, Chibati, Lesa, Atsana and Aketi). For these areas, I used level 10 borders since they were the lowest I could use according to the wiki. On a previous version of the map city/town of Lanchkhuti was marked with level 8 borders which is correct because city/town of Lanchkhuti is a separate sub-municipal administrative unit, however villages such as Kviani and Japana were also marked with level 8 borders which is incorrect because they are not separate administrative units and instead are part of Nigoiti administrative unit (which encompasses the villages of Nigoiti, Cholobargi, Chkonagora, Kviani, Japana and Jikheti monastery). Nigoiti administrative unit is legally on the same level as the city/town of Lanchkhuti and should be marked with level 8 borders, while villages within this unit are legally on a lower administrative level and should be marked with a lower border (which, according to wiki is level 10). P.S: sorry for the long reply. I just wanted to clarify my reasoning. |
