I looked back through this changeset for the service ways you were referring to and I’m having a hard time finding the specific roads you are suggesting don’t exist.

Thank you for reaching out. I think residential would be the best representation of these neighborhood roads, as they are providing access to several residential houses. This seemed to align best with the OSM Wiki’s definition of residential (highway=*#Roads). That being said, I do notice now that way/805355388 and way/805355389 would be better mapped as service, since they are driveways for single houses, so I have updated those to service.
