Michaux mentions "Motorcycles and trailbikes are not permitted on all-terrain vehicle trails." but no mentions of hikers/horses, and it is unclear whether "trailbikes" are motorized off-road vehicles or human powered pedal bicycles (which would lead to bicycle: no). On other DCNR maps, non-motorized pedal bikes are referred to as "mountain biking" or "bike" in the map legend.
I asked a state park ranger about this and the ranger was not sure.

This Norry Island name is wrong. The name of the island is Packers Island. That name is hidden beneath this incorrect Norry Island name. I don’t know how to fix the issue. USGS maps as well as Google map and Apple map use the correct Packers Island name. Early USGS maps used older name of Shamokin Island. Thank you for fixing it.

This pedestrian bridge is fenced off at both sides so it is not accessible. Even without the fencing, each side has stairs so it would not be suitable for bicycle routing.

Is Scotch Run Reservoir still existing? From imagery I can see it's totally dried out and woods have taken over its place.
