Thanks for reaching out. To clarify, the date of the DigitalGlobe image was 2019-11-13, not 2020-11-13. That was a typo.
We mostly use the imagery that’s already available on iD and JOSM. We also have an agreement with Digital Globe to use some of their recent imagery to edit OpenStreetMap.
