My general rule is to stick business interstates as primary based on the route marker. However, feel free to change it if you have more immediate knowledge (which it sounds like you do).

It was probably due to large inaccuracy in the node placement (and the fact that it wasn't a publicly accessible road); at that point it almost becomes easier to delete and replace.

I don't know, it's a bypass type road, and bypass type roads are usually trunk.

I'm working on the two-lanes; but I think the 36 (Pony Express Highway) should stay because other maps (Rand McNally, MapQuest, etc.) have it as freeway.
