Rivermont, bad use of wording, the boundaries I got them from the geography department at the Ministery of Land. About the waterways, it's just my process, first add all the relationships and then go case by case to check and replace boundaries with waterways.

Ok - I will try one district at the time, as follows:
1. Download District X (admin5) ways including relations to layer 0 on JOSM
2. Add ways for admin6 division and fill boundary, admin_level and type tags
3. Edit ways of admin5 on intersections with admin6
4. Create new relation for admin6 with existing admin5 ways and new admin6 ways
5. Upload
6. Check if everything is good

Agree? If yes, revert back changeset so I can start over, please, and let me know.

My process was:
1. Download to JOSM from overpass the admin5 from Inhambane province
2. Got the admin6 ways from a survey
3. Created the relations for admin6 with existing admin5 and new admin6 ways
4. Uploaded everything

Advise in how should I have done it. Delete that changeset and revert back and I will do it again.

I dont understand how I did it because I brought the admin_level=5 to JOSM to create admin_level=6...added the intersection ways and uploaded everything...should I uploaded the admin_level=6 before I do the relations?

Hey Alessandar, I only created the paths inside the districts (admin_level=5) to create the relations for Postos Administrativos (admin_level=6) with existing paths. Please, advice where are the issues, how to fix and will work on it. Thanks

I added buildings in this changeset and not roads and bus stops - that was there before.

@rab thank you! Agree - OSM is work in progress. Boundaries need to be fixed and I will fix it but it doesn't make sense to delete it.

Is there a tag we can add to the Distritos that identify the province they belong?

Rab, I propose that you keep doing that while I add the remaining distritos in the north, Nampula, Cabo Delgado and Niassa. Yes, Province boundaries dont match with Distritos...it should match. I agree Distritos are the base...well technically the Postos are the smallest administrative fraction!

I have removed the admin=5 along east and north of Tete and used national border to close the Distritos - please let me know if that works for you guys.

About the districts being screwed - yes, its a very organic process but should we not have the Distritos and Postos in OSM because of that? I think we should and be responsible to make changes when things change.
