I have been looking to correct areas where I created a short segment of primary roadway that doesn't provide a meaningful long-distance connection after reading the OSM wiki more. I assume I made this a primary road because it still has the designation of Route 100, which is considered a major state highway. Strangely enough, I have been to that area and there is no signage to indicate Graphite Mine Road is a bypass of Eagle, even though that was the only reason why Graphite Mine Road was built. It would make more sense to me if the PA 100 designation was moved onto the bypass. |

I had given the "trunk" classification because the road contained some attributes of a freeway (high speed limit, passing zone, graded intersection, etc.), and was historically planned to be a freeway, but your explanation about its termination is understandable. |
| 155264709 | over 1 year ago | That sounds reasonable, sorry for the misunderstanding. I will admit that when reviewing PennDOT, highway classification, there were some cases that I disagreed with, but I was seeking to find a standardized method of determining road classification. |

On it, PA 23 is only considered a minor arterial highway (with the exception of a small portion of the road in Phoenixville). Under my understanding, a minor arterial state highway should then be considered a secondary road by OSM standards. |
