Hi nevw, there's a couple of reasons why I did this.
1) it's part of the formally recognised polygon for the waterway on the NZ Gazetteer (https://gazetteer.linz.govt.nz/place/47278)
2) While this feature does not have a page, including waterway areas to relations is extremely helpful for graphical displays on Wikipedia.
3) Not including an area clashes with the concept of one feature=one item, where there are parts of a feature found on the map, but not included in the relation.

I'm not planning on adding any further river areas to relations at this stage, but at some point in the future I'd like to discuss this as a change at the OSM Wiki.

Shouldn't the water area (especially times when it's defined in the Gazetteer) be a part of the relation as per One feature, one OSM element? I've been adding river areas as these can be helpful when displaying wider rivers in Wikipedia pages (e.g. https://en.wikipedia.org/wiki/%C5%AAawa_River - as the river widens the area on the map does too).

That's right - the MOTAT tramway is owned and operated by the museum, and connects the two sites (though I don't believe they own the land the tramway operates on).

I'd love to but I don't understand how to resolve the issues - how is something defined as inner or outer if it's a series of polygons?

This is because the title was imported from Wikidata when I added the Wikidata ID:

The building is a heritage listed building, but the name listed by Heritage NZ is literally just "House".

Often if Heritage NZ does additional research, they'll add a more specific name for a feature that they've given a generic name. Hopefully that happens one day for this.
