The main point being, that if we have building parts which do not cover whole building, then "3D renderers" will display incomplete building.

E.g. we either have no building parts, or all building parts.

Based on osm.wiki/Simple_3D_Buildings

- we have way/62030636 for the building outline
- we have way/749033847 as building part representing the 2nd level

So what was IMHO missing and I added here:

- way/749033847 part: min level 1, to make it clear this is just the 2nf level
- added new building part covering "the base", e.g. 1st level, with levels=1

Following osm.wiki/Simple_3D_Buildings we have:

- way/172084300 as building outline
- way/1016983131 as that part which has just one level

What was missing is the part with 9 level, filing the rest of outline. Added here.

As far as I've seen so far, that "kapor2" import is old, while ortofoto is sort of recent, or defitelly newer than the import, hence if kapor2 claims building not seen on ortofoto, I presume "demolished".

V casti tej cesty, ktora este je "pred plotom" su znacky danej relacie (t.j. "Naucny chodnik ...") zamalovane.

Ergo podla situacie na mieste ta cast cesty ani podla znacenia, ani podla (ne)schopnosti precodu uz do naucneho chodnika nepatri.

Mne sa to tiez nepaci (ani skutkovy stav - kedze tam clovek podla znacky pride a nasledne nevie prejst - a ani to odmazanie z relacie v OSM), ale teda neviem velmi, co ine s tym spravit.
