Hello, I think I was able to get this figured out! Thanks for the tips on splitting the roads, that was what I needed. My changes are now in changeset/184279108: changeset/184279108#map=15/46.36711/-94.17660

It is a construction that is not going to be completed until 2027 (of summer, I think). Does that constitute long term?

I was unable to find a way to mark only sections of a road under construction, hence why I marked the nodes as under construction instead. Is there a way to mark segments as such?

I am unsure if I did the correct thing and marked these as under construction. For those using OSM data, it is a little jarring to be routed this way instead of the detour. If further information is required, please let me know.
