I understand that a dirt road may not look appropriate, but the current wiki guidelines state that all 4-digit national highways are secondary (if they do not match the higher criteria), therefore this is an upgrade to comply with the guidelines. Regards. |

The main road that passes through the intersection should not be tagged as a link. Btw, I understand that this situation is ambiguous. If the overpass is considered the main road and the section across the intersection is considered a branch-off link to 1136, then yes it can be a trunk_link. |
