Hey, thanks for reaching out! This is Simon Fraser Hills II and III -- a walkable neighborhood of condos regulated by a very active strata. Many condos have a small privately-owned fenced patio, but there's extensive fully-connected public lawn, shrubbery, playgrounds, and paved walkways surrounding all the condos, maintained by professional landscapers who are paid by the strata. I puzzled over this for a while, and concluded that it fit the OSM definition of leisure=park, both literally and in terms of how it's actually used. I spent many years as a kid running around between these buildings; we played ball, sledded in the winter, and held picnics in many areas through the neighborhood. Everyone shared it and knew it was collectively owned and open to the public. It really is one giant park that happens to have condos in it. If you check Google StreetView you'll see a photo sphere I added on Corona Drive which shows the park-like nature -- especially down the hill -- although in 2016 they weren't doing a good job maintaining it. I've got other photos of the neighborhood over the years that I'm happy to share.
