I believe Yandex Panoramas confirm this highway is oneway starts at the east end (https://yandex.com/maps/-/CCUyjJXCTC) and terminates at the west end (https://yandex.com/maps/-/CCUyjJdIXC). There is also a "do not enter" sign facing west along the highway (https://yandex.com/maps/-/CCUyjJdJSB). With further investigation, I think that the ground level imagery you suggested is for 8-й проезд Марьиной Рощи (way/51476395), which is just south of where I edited.
