To further clarify. When going from CircleK parking to Kurši, there is a traffic sign 301. (Iebraukt aizliegts) with the additional 849. traffic sign "izņemot ar xxx atļaujām".

I think the same combination of signs exist when going from Kurši to CircleK, but I'm not 100% sure.

If it would be better I can take a picture next time I'm there.

As I understand it, any customer of Kurši can get the permit. You can obtain it at any Kurši cashier by simply asking for it. The permit is valid for one year and features the Kurši logo.
