Why is this necessary for majority native communities in Minnesota, but not Wisconsin where the tags are never changed?

It probably wasn’t good to include this one since it will most likely never exist again, but ice roads are usually plotted in OSM. All of the remote ones serving native communities in Canada are here, and the Madeline Island ice road is also here.
