Based on what I have seen from street signs in ground imagery, "Circunvalación Beijing" was not present on any of them. I did make sure to move that name to the alt name field so it was still searchable.

The decision to remove the junction was based on the observation the traffic island located in the middle of the junction is not forcing traffic to overtly navigate around it in a circular fashion, and that based on cars in imagery, people seem to be able to drive through this intersection like any other divided highway. I did not consider adding junction=intersection because it is at this stage only a proposed tag and has not undergone the full approval process.
