I could argue that the english website mentions newspapers :D (https://www.ecopack.bg/en/for-citizens/useful-rules-for-separate-collection) but I'm fine with limiting it to "recycling:paper_packaging".
But I in that case the existing recycling:paper tags should be replaced with a recycling:paper_packaging and not removed entirely as you can see here: https://osm.mapki.com/history/node/13062408135

Hi, I noticed that you removed the recycling:paper tag from many recycling containers. I'm wondering why? For node/13062408135 for example you can see in the tagged picture (https://api.panoramax.xyz/#focus=pic&pic=03f72e6d-a6bb-404c-b6ad-656418e4eda5) that there is a container for paper and one for plastic.
