This is because our government makes mistakes about new renumerations. Old numeration was fine. Now this is a mess. Will be A3.1 wil be restored as A3, and A1.1 will be restored to A1.
Regional roads will be without R, because that is on the road signs.

Because they are not the same route. They are branches. In former Yugoslavia roads were with branches. Branch was defined as XX.X

For example, that A3.1 was M5K1.
A3 is main road, those are branches.
