A route=railway follows the infrastructure path, it has little to do with trains running on it.

The appropriate tag for active train routes is route=train, which can should also add stops.

I am not adding any ways to the map, merely collecting the ones that were already added by other people into a relation so I can add the relation id to wikidata entry for the abandoned railway which allows people with the right tools to create a map image.

The documentation at osm.wiki/Railways specifically mentions abandoned railways as a use case...
