Hello secondaryhighway thank you for the updated response and providing your reasoning for these changes. I do not see using three digit refs to indicate secondary classifications on Iran’s tagging guidelines: osm.wiki/Fa:Iran/Tagging_rules. Is this something the OSM community regularly practices, and could be added to the guidance on this page? Thank you for your feedback!

Hello secondaryhighway! I reclassified these ways to tertiary based upon highway guidelines defined on the OSM Wiki (highway=*). These roads appear more localized and provide access to local surrounding residential areas and businesses (highway=tertiary), while secondaries typically link towns. Was there a reason you would prefer these ways to remain secondary? Thank you, and happy mapping!
