Hi,
PACI is a unique number used to identify each unit of building in Kuwait. I have recently wrote very briefly about it in the Kuwait wiki page osm.wiki/Kuwait. It is similar to France's SIRET, for which they use ref:FR:SIRET. Similarly, I began using ref:KW:PACI for Kuwait (although I think addr:PACI would be better). I will modify this node to reflect this as well.

Your notes are correct (thanks for noticing btw), Vespucci is a little uneasy so I should've checked my work before submitting. Also sorry for stretching the map three continents, I forgot I had a change in the US. I will fix the two issues with my next edit batch soon.
