The construction contracts are indeed signed, but the route from Tootsi towards Latvia is still in the design phase. Also, financing isn't secured yet, so the actual start date of construction isn't clear.

Construction on these Rail Baltica sections hasn't started yet. According to OSM Wiki, only features under active construction (visible on the ground) should have "construction" tags. Otherwise, the "proposed" tag should be used:
construction=*

Therefore, these changes should be reverted. Tagging the Kärpla-Tootsi section under construction can be considered since construction should start in the fall this year, and the route has been cleared of trees. The construction of other sections begins in 2026 at the earliest.
