I don't live in Sun Lakes but I live just a few miles east of there so I'm very familiar with the area.

Sun Lakes is an unincorporated area and not an official city like Chandler, but is still a valid city name as far as mailing addresses go. For instance, if you search for Palo Verde Golf Course in the middle of the change-set, you'll see it's city listed as Sun Lakes.

What was the purpose for changing South Recker Road to a service road from a residential road? I live in that area and know that road very well. There are houses on that road so it should be residential not service.

I made the golf cart paths as highway=track because that's what was recommended (osm.wiki/Proposed_features/Golf_course#Paths_etc.). The aren't technically footways because they are meant solely for golf carts.
