The general rule is "don't tag for the renderer". It might be by design that Cyclosm doesn't render roads under construction, because it considers them unfit for cyclists.
Doesn't matter to me, leave your edits.

Yes, I drove around the new section and recorded on MotionX-GPS. I have to go back on my bike and capture all the street names and the bike paths.
