Classifying Ombili as quarter will cause it overlap with okuryangava on navigation systems. The address will appear as Street Name, Ombili, Okuryangava, Windhoek. Which is wrong because ombili and Okuryangava are two separate locations

I understand the tags well. A quarter is a place within a suburb and bigger than a neighborhood. here in windhoek there arn't many places you can classify as quarters. for example a place is see on the map that is correctly classified as quarter is Oohambo Dha Nehale. its a quarter within Havanan suburb and thats correct. Another Example is Tauben Glan, It is currently classified on the map as a suburb but that is incorrect, it is a quarter in Hochland Park Suburb. But places like Soweto, Ombili, Freedom Land are Suburbs on their own

Who told you the city of windhoek doesent know about ombili? a whole suburb between Hakahana and Okuryangava. I have lived my whole life in Katatutura, to be specific Hakahana, then moved to Freedom Land and since 2005 moved to Greenwell Matongo, So to answer your question if i can imagine the conditions under which people live there, I am the people that live there.
