The construction is estimated to start around 2024-2025, as far as I remember. However, I can't guarrantee, as Greece has a poor relationship with large scale projects.
I didn't know about the "proposed" tag, I might fix it. But note that the construction tag is widely used, even on roads that are indeed proposed (ie the road around Giannitsa)
