It would probably be best to add a lifecycle prefix like "abandoned:" to the main key of the features so that it doesn't get added back based on other databases.

According to Mapillary imagery from November 2023 this looks like it becomes a mixture of highway=footpath and highway=steps that continues south of the way now called Greenwich Street North for some distance.
