I opened all available imagery at open at max zoom in JOSM to check this because of the absurd changeset size.

These additions are pure fiction.

The building and woods do not appear on Bing imagery.

I don't think the is_in tag is entirely redundant for a cay off the coast of a larger island that might be part of multiple districts.

Why have you appended "bus" to the tag for a different category of vehicle? This is not a documented value for an access tag and bus access was already correctly indicated by `psv=yes`.

way/940974724 has been left completely without tags, which is usually an error. Is there nothing visible on imagery?
