I think that if it doesn't have a notice on it putting it in the public domain then it is probably not allowed for OSM unless it's really old.

I think some of the straw market stalls at the north end of the buildings facing East Mall Drive are still in occasional use. Not sure if the fire spread as far west as the arcade.
