According to Brazil’s OSM community HPR proposal (osm.wiki/Brazil/Classificação_das_rodovias_do_Brasil), roads that are within a city that do not connect to any other primary/trunk roads in a city with under 200,000 people will be given a classification of at most secondary. Second reason, is this road does not connect to any other high priority roads and dead-ends at a school/residential area, I believe it was more appropriate to give the road a secondary classification.
