I understood item 3.3 “Urban structural road, in cities with more than 20 thousand inhabitants (crosses the city)” to mean the primary classification should connect/intersect with another primary. I can see your reasoning if this road is defined as structural in the municipal master plans and is of great significance. I’m open to discussing this policy more, please let me know your thoughts.

| 92059861 | about 5 years ago | Thanks for the message. The classification of this road was changed on basis of two things. First, the population of Lagarto only contains about approximately 103,000 people. According to Brazil’s OSM community HPR proposal (osm.wiki/Brazil/Classificação_das_rodovias_do_Brasil), roads that are within a city that do not connect to any other primary/trunk roads in a city with under 200,000 people will be given a classification of at most secondary. Second reason, is this road does not connect to any other high priority roads and dead-ends at a school/residential area, I believe it was more appropriate to give the road a secondary classification. Let me know what you think!
