I would propose here barrier=entrance with a width=1 because it represents much more the limitation of width affected by a gap in a fence (my observation on site).
The function of a cycle_barrier, which you propose, is to reduce the speed of a bicycle. This is not the case here. Furthermore a cycle_barrier, does not limit the width of vehicles to the given parameter width=1 but width describes the total width of the structure. The limitation of a cycle_barrier is to bicycle dimensions, independent of the width parameter denoted. But in our case we need tag for an element which limits vehicle width to the parameter given. In my opinion barrier=entrance reflects this situation best.
