It was not deliberate. Forgot to change the roles in the relations. Modifications to the role have been done (changeset/35981912).

I changed the boundary of City of Bristol because Flat Holm is under the administration of Cardiff,Steep Holm is under the administration of Weston-super-Mare, and the border of Bristol going along the shoreline make more sense. You can leave the Bristol modification reverted, but this brings back a problem: the boundary of City of Bristol (relation/57539) is not fully included inside the boundary of England (relation/58447). Anyway, I will modify the boundary of England, in order to have the correct inclusions.
