There appears to be some confusion over the Apartment Complex Wabash River Commons - there are no houses within. It's entirely apartments. And the roads within are all private as marked at each of the 3 entrances.

What's the basis for marking the cloverleaf as no for foot/bicycle/horse?

Both intersecting roads allow them, and there's no obvious signage supporting this.
