Thank you for all the great input. In this instance, I modified the classification based on the highest incoming classification to the circular feature. This page, while it references junction=roundabout, has the best information I could find for junctions: osm.wiki/Talk:Tag:junction%3Droundabout. I am always looking for ways to improve my mapping, so if you have any additional sources that I can incorporate for future editing I will be sure to review them.

Good morning. I updated this segment based on the available Maxar and Bing imagery and matched it to the existing classifications that are in place. I did not see any ground footage for the area on Maxar or Yandex. I can revert this segment to highway=construction if there are developments underway currently. Thank you for the insights!
