How about if we map Quinte West as a city and Trenton as a town? As a compromise. We need a label for Quinte West because despite its size, it is still a single-tier city, equivalent to Belleville and all other cities that we correctly label as cities. OSM needs to reflect facts on the ground, or else we’ll end up resorting to subjective opinions…
