Those tags (Color, DocId, DocUpdate, Entity, Handle, Layer, LineWt, Linetype, etc.) were unintentionally imported from a CAD (DWG/DXF) source during data preparation. They are internal CAD attributes and have no meaning in OpenStreetMap.

This was my mistake. I have removed these non-OSM tags and will make sure they are not included in future uploads. The mapped geometry itself was created from aerial imagery and local survey/knowledge, but the CAD metadata should not have been uploaded.
