Maaf saya menilai komunitas OSM ini masih "kurang kritis" dan "kurang teliti" dalam memberi tag label wilayah sehingga dapat menimbulkan perdebatan. Saya beragumen seperti ini karena ingin meluruskan saja bukan berarti niat untuk membuat kebijakan sendiri.

What is being discussed here is the equality between regencies and cities, not the equality between districts and the areas below them, including districts.
