It clarifies that the amenity=fuel tag can be represented as either a node at the fuelling area or a way around it. I've typically mapped the fuelling area like this: osm.org/way/1193495559, and the retail building separately, as seen here: osm.org/way/1193495560. It's intriguing to learn that using a node is a common practice. The distinction between the fuelling area and the roof, as you've pointed out, makes sense. While most fuel stations have roofs, they aren't inherently the same entity.
