Hi! Thanks for bringing this up. I was under the impression (my interpretation of the documentation) that tagging sidewalk:*=separate only applies when the separately mapped way is a highway=footway footway=sidewalk. I've been looking at documentation / OSM discussions trying to find guidance in those cases where the side path is not a sidewalk but does have designated foot access, but couldn't find anything. Are you aware of such doc? It would help everyone tag consistently.
