I will correct those inconsistent "kavel" tags. I think I'll use ref:lot which is more commonly used here in addition to "kavel.

"Kavel" is the dutch word for "Lot". "Lot" numbers are originally assigned when the project is under development. When the project is completed and most of the lots have been built on, it can take years, for some projects, before the Government assigns official names to the roads. Only when that has happened the Department of Urban Planning and Development (ROP in CuraƧao) will assign the house number which is different from the lot number. So until that moment arrives, homeowners have to use their lot number as their address. (i.e. La Quinta Villas kv.137.) In the meantime, this neighborhood has had the road names placed and assigned a couple of years ago, but many homeowners have to personally present at the Dept. to recollect their house number and pay a fee. Since many have used the lot number for years (in the case of LQV almost 20 years) as their address and have their utilities and everything else registered on that address, they don't see the urgency of recollecting their new house number. This is only the case when the house changes of ownership or is rented to a new family. When they try to apply for utilities and change their address in the civil register it will require them to register with the street name and house number, in which case the owner of the house has to present itself to recollect the number of the house and pay the fee at the Dept. of the Urban Planning and Development. Many homes keep both numbers affixed to their fence or mailbox, since many entities, acquaintances or companies still use the "older" lot number address. For this reason, I decided to add both the house number and the lot number. Hope it's clear. Kind Regards.
