The relations were fixed.

These tags are not really competing, but the wiki can make things confusing to tag items properly.
Based on the original approved proposal (osm.wiki/Proposed_features/Pedestrianised_road), and how the page is worded/structured now, areas are only suitable for squares or plazas. Ways only if its possible for vehicles to fit through (whether or not allowed)
Smaller expanses of pavement should seek different tags.
