I wonder why the ways tagged highway=steps includes a tag ramp=yes and ramp:bicycle=yes. There is no ramp built or properly designed for the purpose of climbing a bicycle. I live next to the park and I frequently ride my bikes. The Government Hill location does have ramps and footways that facilitate access for wheelchair bikes. E.g.

In this case, it is not reverting. It is removing the tags. Once the protected bike lanes and pedestrian paths for this first phase is finished, the new infrastructure can be added as separate ways. What your sought?
