Hi.
The India wiki about Highways take precedence over the generic tags - osm.wiki/India/Tags/Highway
Being an urban road and that it carries the traffic from Lingampalli main road into all the suburbs until Ameenpur, I think the secondary tag is more appropriate. This is actually a major route here. Why would you say it's not? Also, carto is just a style.
For example, the way way/213135718 and further until it reaches Ameenpur would be a tertiary road as it carries the traffic into those neighborhoods.

The ways 421844986, 421844976 and several other over the stretch are not actually oneway. They are used bidirectionally, and also are built as such. I'll make the corrections. Thanks for your response.
