The video is from a few months ago, there are still roadworks going on there.
The video appears to show 1 way on the west, going north, and 1 way going south over the bridge on the east, as a shared bus/cycle lane, which carries on down to the fork at the bottom of Gorbals street.
I'll double check the next time I'm cycling through that area

I cycled past there on Monday, it looked to me like there was a cycle lane on the east and west side of the road. I seem to remember them being signed 1 way, the west (which I've yet to add) going north, and the east going south
