Thanks for the detailed explanation. My colleague from the UK did some research and is fairly confident that the road is still an adopted road by the local council and so likely not private. The speed and access restrictions are due to the Brentford Football Club’s stadium and are for safety reasons due to the foot traffic that will use this road to access the stadium.

Based on your feedback and these findings I am proposing the following:

Remove access=no tag and add following tags bollard=removable, motor_vehicle=permissive. This would resolve the routing issue for pedestrians and cyclists and allow motor vehicles that are permitted to access. Kindly let me know if you have any other thoughts.
