There is absolutely a track there, even if it is not sanctioned by council. The Southern end of it is very well defined and appears "constructed". It becomes overgrown quite quickly but is still passable on foot. I suspect it was an official track at some point, but has been intentionally abandoned by council for rewilding.

I note that the user who deleted it has "Manningham Council" in their name. It seems someone at the local council is not happy about this unofficial track being mapped, despite the OSM policies you linked to.

It's been a year or two since I've been through this track but I'm pretty sure there's no "keep out" sign, so this track would fit squarely in the "Informal paths" definition: osm.wiki/Australian_Tagging_Guidelines/Cycling_and_Foot_Paths#Informal_Paths
